Quang Ninh City People’s Council Delegation Visits INRTU

INRTU’s leadership discussed prospects for cooperation in education and research with members of a delegation from the People’s Council of Quang Ninh City, Vietnam. The delegation visited INRTU on the eve of Vietnam’s principal national holiday, Independence Day, celebrated on September 2.

The Vietnamese delegation was led by Ms. Trinh Thi Minh Thanh, Standing Deputy Secretary of the Quang Ninh City Party Committee and Chairwoman of the Quang Ninh City People’s Council.

The guests were accompanied by Elena Apanovich, Deputy Minister of Education of the Irkutsk Region, and representatives of the Legislative Assembly of the Irkutsk Region: Deputy Chair Vitaly Peretolchin, Chief of Staff Irina Lenshina, and Head of the Interparliamentary Cooperation Department Olga Seredkina.

INRTU representatives have already made two visits to Vietnam this year. Rector Mikhail Korniakov took part in the III Forum of University Rectors of Russia and Vietnam, held in May at the University of Transport and Communications in Hanoi. During the forum, INRTU signed a cooperation agreement with Ha Long University, opening up new opportunities for partnership.

Welcoming the guests, Mikhail Korniakov noted that INRTU holds the status of a National Research University, a distinction awarded to only 29 universities in Russia. These institutions develop new scientific and engineering solutions, introduce them into industry and use this expertise to educate the next generation of specialists. One of INRTU’s most prominent projects is its contribution to the development of the MC-21 aircraft.

“INRTU is a participant in the Russian Government’s Priority 2030 program, which supports 100 of the country’s leading universities. The Government has also approved a list of universities contributing to Russia’s technological leadership, and INRTU is among them.
International university partnerships are a major priority for INRTU. More than 30 students and PhD students from Vietnam are currently studying here. They perform exceptionally well and regularly take top places in academic competitions and contests.
We are interested in expanding our partnerships with Vietnamese universities through academic mobility and joint research and educational projects”.

Trinh Thi Minh Thanh, in turn, highlighted Ha Long’s strong potential for the development of industry, energy and tourism. The marine economy of Ha Long and the surrounding bay is a major driver of growth across Vietnam’s Northern Economic Region. Quang Ninh is also home to parts of two UNESCO World Heritage properties: the world-renowned Ha Long Bay – Cat Ba Archipelago and the Yen Tu-Vinh Nghiem-Con Son, Kiep Bac Complex of Monuments and Landscapes.

“We greatly value the partnership between INRTU and Ha Long University, as well as the cooperation between the Irkutsk Region and Quang Ninh, which was established in 2018.
Cooperation between our universities should be encouraged so that its results can be put into practice. We need to develop concrete areas for joint research. Ha Long University has departments specializing in computer science, big data and environmental protection, while INRTU also has strong expertise in these fields. By working together, we can achieve meaningful results. We are ready to create the best possible conditions for student and faculty exchanges,”

Trinh Thi Minh Thanh said.

In research, she proposed placing particular emphasis on digital transformation, environmental protection and ecosystem restoration:

“We can build on the potential of Lake Baikal and Ha Long Bay to develop sustainable tourism”.

Rector Mikhail Korniakov thanked Trinh Thi Minh Thanh for her specific proposals:

“We plan to visit Ha Long University later this year to discuss internships and research cooperation in greater detail on site. There is also strong interest in having our faculty work together on joint projects addressing the needs of industrial companies”.

According to INRTU Vice-Rector for International Affairs Stepan Bykov, Vietnamese students and PhD students studying tuition-free at INRTU under Russian Government Scholarships take their studies extremely seriously:

“They are among our strongest students. Our Vietnamese PhD students are highly productive and consistently complete and defend their dissertations on schedule. INRTU has traditionally trained Vietnamese PhD students in mechanical engineering, IT, power engineering and economics, but we would also be pleased to welcome doctoral students from Vietnam in other fields”.

Over the past 20 years, 370 Vietnamese students have graduated from INRTU, including 330 PhD students.

Anna Melenteva, Head of INRTU’s International Affairs Department, told the Vietnamese guests that the university currently has around 1,500 international students from 56 countries and offers degree programs in Russian, English and Chinese. She also introduced INRTU’s schools and highlighted three strategic technology projects being implemented under the federal Priority 2030 program in the mining and geological sector, aircraft engineering, and low- and medium-tonnage chemistry.

The official meeting concluded with an exchange of commemorative gifts.

The visit also included tours of the INRTU's High-Performance Machining Technology Research Laboratory and the EN+ - INRTU Corporate Research Training Center, which provides targeted training for undergraduate and master’s students for En+ Group.
