INRTU Shares Experience in Joint Education Projects with China-Russia Universities
INRTU delegation headed by Stepan Bykov, Vice-Rector for International Affairs, took part in the “New Horizons and Vision in a New Era: China-Russia Cooperation in Higher Education” international symposium hosted by Shenyang Institute of Technology (Liaoning Province, China).
The Shenyang event organized by the Shenfu Reform and Innovation Demonstration Zone, Shenyang Institute of Technology (SIT) and Pacific State University brought together representatives from 24 universities in Northeast China, 10 Russian universities from Siberia, the Far East, the Volga Region and the Urals, and employees from leading Chinese businesses.
The event participants discussed the current challenges and prospects of Russia-China universities' scientific and academic cooperation as one of the key priorities for developing Sino-Russian relations. The event program included a plenary session, two sections and a visit to innovative enterprises of the Shenfu Reform and Innovation Demonstration Zone of Liaoning Province.
INRTU Vice-Rector Stepan Bykov shared the INRTU successful experience at the China-Russia Universities Joint Degree Programs Formats section:
"Universities in Liaoning Province occupy a special place in INRTU international affairs, many of our projects have been developed with partners in this province".The Vice-Rector presented to the symposium participants the double degree programs with Shandong University, Shenyang Normal University and Harbin Institute of Technology. Stepan Bykov also spoke on the development of joint educational programs with China’s universities and vocational colleges.
Currently, with the support of the Ministry of Education of China, two bachelor's degree programs jointly developed by INRTU and Chinese universities are being implemented – Energy and Power Engineering with Shenyang University of Chemical Technology and Aircraft Engineering with Shandong University of Aeronautics (formerly Binzhou University). More than half of the core courses of the programs are taught in English by INRTU's leading professors. The 2024/2025 academic year programs include 490 students.
China's education departments and provincial governments have supported the projects of secondary special education programs prepared by Dalian Vocational & Technical College (Liaoning Province), Liuzhou Vocational & Technical College (Guanxi Province), and Yangzhou Polytechnic Institute (Jiangsu Province) in partnership with INRTU.
Finally, Stepan Bykov shared with the symposium participants the plans to open joint educational institutions, which is in line with the Chinese universities' internationalization strategy. At the end of 2023, Hebei North University and INRTU signed an agreement. The document provides for the establishment of the Sino-Russian Institute of Sustainable Development at Hebei North University. If the project is supported by the Ministry of Education of the People's Republic of China, three joint bachelor's programs are to be launched under the joint institute: New Energy Science and Technology, Information Science and Big Data, and Economics and Finance.
Before the symposium, the INRTU representatives visited training and practical centers, laboratories created jointly with SIT's industrial partners, and met with the Institute's management, who expressed interest in opening joint undergraduate programs, providing students and teachers’ academic exchanges, and developing scientific cooperation. Further, Stepan Bykov, INRTU Vice-Rector for International Affairs, and Wang Zhaobao, Chairman of the SIT Board of Directors, signed a cooperation agreement. SIT is a technology-oriented university, and the signing of the document opens up opportunities for mutually beneficial engineering collaboration.

Shenyang Institute of Technology (SIT) is a higher education institution approved by the Ministry of Education of China, one of the best private universities in Liaoning Province. Established in 1999, SIT is located in Shenfu Reform and Innovation Demonstration Zone between Shenyang and Fushun cities. The institute's campus covers an area of 1,119,148.87 km². There are about 19,000 students enrolled in 42 bachelor's degree programs and 6 specialized secondary education programs. The Institute includes Mechanical and Vehicle Engineering, Information and Control, Energy and Water Conservancy, Life Science, Economics and Management, Arts and Media Schools, Preschool Education and Higher Vocational Colleges. SIT trains personnel for major industrial partners - Huawei, Kuka, Rockwell Automation.
